East Blue Villains

A small-time mountain bandit from the East Blue. He was the leader of the Higuma Bandits, a group which operated in the lawless areas outside of the Goa Kingdom. Higuma was wanted by the local Coast Guard for some 56 murders, but approximately a decade ago several civilian sources indicated that he had died. His bounty has since been retracted.

Associates – Higuma is something of a rarity in that his group was exclusively land-based. As a mountain bandit he was technically not a pirate and thus was not under criminal investigation by the Marines, but instead by the Goa Kingdom Coast Guard. Following his death it is unknown what became of his bandit group.

The former captain of the Alvida Pirates, a minor pirate crew in the East Blue. Please note that both photographs displayed are of the same individual. Alvida is currently an officer of Buggy's Delivery, however following the abolition of the Warlords system has had her bounty reinstated. This individual should be considered armed and dangerous. 

Associates – "Iron Mace" Alvida is a former captain with a history of violent crime. At some point she formed an alliance with the Buggy Pirates, and the two crews merged soon thereafter. It appears that she was the sole member of the Alvida Pirates to have joined with Buggy, and the status of her former crew is unknown.

A disgraced ex-Marine captain from the East Blue. After capturing the infamous Captain Kuro, Morgan took command of the 153rd Marine branch at Shells Town, where he slowly descended into madness. He was swiftly apprehended by the Marines but managed to escape custody. This individual should be considered armed and dangerous. 

Associates – "Axe-Hand" Morgan was a promising Marine before his fall from grace. He had contact with several high-ranking Navy officials in the East Blue, although these officers were unaware of Morgan's tyrannical governance of Branch 153. While at large he has undoubtedly come into contact with numerous other criminals.

A bizarre clown pirate leading an increasingly successful dispatch business. He is the captain of the Buggy Pirates and a former Warlord of the Sea, who has now had his protected status revoked following the abolition of the system. This individual is known to be exceptionally strong and extremely dangerous. 

Associates – "Buggy the Clown" has a history of association with legendary pirates. He was an apprentice of the Roger Pirates, sailing with the likes of Gold Roger and Silvers Rayleigh. ████████████████ , a large number of infamous escapees joined his criminal group. Additionally, he is known to share a brother-like bond with "Red Hair" Shanks.

A ruthless pirate captain known for his intricate planning abilities. His reign of terror supposedly ended with his capture and execution by "Axe-Hand" Morgan. It now seems that Morgan faked the execution with a doppelganger, as Kuro has recently resurfaced. This is a dangerous criminal with significant offensive capabilities, approach with serious caution. 

Associates – "Kuro of a Hundred Plans" doesn't have any known associations other than his crew, the Black Cat Pirates. Given his supposed "execution" at the hands of Morgan, a disgraced Marine turncoat, it is entirely possible that the two collaborated as a part of one of Kuro's many schemes.

The skinnier half of the Nyaban Brothers, and an officer of the Black Cat Pirates. Siam is an underling of infamous East Blue pirate captain Kuro. Alongside his brother Butchie, Siam is a skilled physical combatant. This individual should be considered armed and dangerous.  

Associates – Siam of the "Nyaban Brothers" doesn't have any known criminal affiliations, other than the Black Cat Pirates. During Kuro's mysterious three-year absence from piracy, the Nyaban Brothers apparently took on a more significant leadership role in the crew.

The heavier half of the Nyaban Brothers, and an officer of the Black Cat Pirates. Butchie is an underling of infamous East Blue pirate captain Kuro. Alongside his brother Siam, Butchie is a tough physical combatant. This individual should be considered armed and dangerous.  

Associates – Butchie of the "Nyaban Brothers" doesn't have any known criminal affiliations outside the Black Cat Pirates. During Kuro's mysterious three-year absence from piracy, the Nyaban Brothers apparently took on a more significant leadership role in the crew.

Heralded as the "Ruler of the East Blue", Krieg is a cruel pirate known for his treachery and villainy. Two years ago he led his vast armada of 50 ships and over 5,000 men into the Grand Line, only to return in defeat with almost all hands lost. This is a dangerous criminal with significant offensive capabilities, approach with serious caution. 

Associates – "Don Krieg" does not have any known criminal affiliations other than his crew, the Krieg Pirates. His top commanders "Gin the Man-Demon" and "Pearl the Iron Wall" are fiercely loyal. Having lost thousands of men in the Grand Line, but not his desire for conquest, Krieg continues to recruit new subordinates in the East Blue.

A tough pirate enforcer from the East Blue. He is a top commander of the Krieg pirates and one of the few in the Krieg armada to have returned from their expedition to the Grand Line. This is a dangerous criminal with significant offensive capabilities, approach with serious caution. 

Associates – "Gin the Man-Demon" does not have any known criminal affiliations other than his crew, the Krieg Pirates. Alongside his fellow commander "Pearl the Iron Wall", Gin is fiercely loyal to Don Krieg. Despite this, the crew's stability has seemingly been pushed to its limits in the aftermath of their failed Grand Line expedition.

Prior to his defeat at the hands of "Straw Hat" Luffy, this fishman had the highest bounty in the East Blue. Years ago he was captured by the Marines, but released by "Knight of the Sea" Jinbe through the Warlord clemency program. Following his attempted conquest of the East Blue, he has been recaptured and is safely in government custody.

Associates – "Saw-Tooth" Arlong was a prominent member of the Sun Pirates, although it is unknown whether he maintained connections with any of its other splinter groups following the "Adventurer" Fisher Tiger's death. He was also convicted of having attempted to bribe several Marine officials.

A black belt in fishman karate and martial arts expert. Kuroobi was a longtime officer of the Arlong Pirates until their defeat, and is now captured and safely in government custody along with his captain, "Saw-Tooth" Arlong. Many years ago he was also involved in the Sun Pirates, although the crew later split into separate factions.

Associates – Kuroobi was a prominent Sun Pirate, however it is unknown whether he maintained connections with any of its other splinter groups following the "Adventurer" Fisher Tiger's death. He was also convicted of having attempted to bribe several Marine officials.

A fishman combatant specializing in water jet techniques. Following his stint with the first incarnation of the Sun Pirates, Choo served as an officer of the Arlong Pirates until their defeat. He is now captured and safely in government custody along with his captain, "Saw-Tooth" Arlong. 

Associates – Choo was a prominent member of the Sun Pirates, although it is unknown whether he maintained connections with any of its other splinter groups following the "Adventurer" Fisher Tiger's death. He was also convicted of having attempted to bribe several Marine officials.

A fishman renowned for his six-swords style swordsmanship. A former Arlong Pirates officer, he was captured along with his crewmates but somehow able to escape during transit. Government intelligence indicates a semi-retirement from piracy and entry into the restaurant industry. This individual should be considered armed and dangerous.    

Associates – "Six-Sword Style" Hachi was a prominent member of the Sun Pirates, although it isn't clear whether he maintains connections with any of its splinter groups following the "Adventurer" Fisher Tiger's death. His whereabouts and affiliation following his escape are currently unknown.

A heartless pirate who once terrorized the waters of the East Blue. His crew, the Bluejam Pirates, was based in the lawless zone outside of the Goa Kingdom. He is the suspected perpetrator of the Gray Terminal arson, which was ironically the incident in which he perished 12 years ago. He had one of the highest bounties in the East Blue at the time of his death.

Associates – Bluejam ran his crew more like a criminal gang than a traditional pirate crew. He routinely used fear to keep subordinates in line, and did not hesitate to kill his underlings when they failed him. Behavior such as this contributed to his reputation in the East Blue, but did not deter other criminals from occasionally partnering with him.

A thuggish pirate enforcer from years past. One of the combatants of the Bluejam Pirates, he and his crew were headquartered in the lawless areas surrounding the Goa Kingdom. Presumably having failed his ruthless captain in some manner, he became a victim himself and was shot to death by Bluejam around 12 years ago.

Associates – Porchemy was part of a pirate crew that operated more like a criminal gang. He was given some level of independent command within the crew, and gained enough notoriety to earn a bounty. It seems that he was running small autonomous operations for Bluejam at the time of his death.

A small-time mountain bandit from the East Blue. She is the leader of the Mt. Corvo Mountain Bandits, a group which operates in the lawless areas outside of the Goa Kingdom. Dadan is mainly wanted on various robbery and assault charges, as well as for fraud. She has been identified by the World Government as a criminal of least concern. 

Associates – Dadan is something of a rarity, in that her group is exclusively land-based. As a mountain bandit she is technically not a pirate and thus is not under criminal investigation by the Marines, but instead by the Goa Kingdom Coast Guard. Her associates within the bandit organization are also wanted by the Goa Kingdom Coast Guard.

An infamous pirate chef and veteran of the Grand Line. Zeff was the captain of the Cook Pirates, a crew that navigated and documented parts of the Grand Line before being wiped out during a storm in the East Blue. Searches throughout several East Blue islands have been unsuccessful in locating him, and his status is unknown.

Associates – "Red Foot" Zeff was at the height of his success when he lost his entire crew. Government intelligence has struggled to pinpoint his location and affiliation in the years since, but there have been occasional sightings in the East Blue. Since he appears to have retired from piracy, it is suspected that he is simply remaining in hiding.

A mangaka wanted in the East Blue under mysterious charges. Although his current status is unknown, he has written several works over the years, including; Mysterious Murasame, Normandy Secret Club, Granada: Ultimate Science Expedition, and most recently, Monday's Rival: Mega-Hit Manga Battle Log.

Associates – As a mangaka, Mikio Itoo has a history of friendship and friendly rivalry with other manga artists. He was briefly an apprentice of Nobuhiro Watsuki, a role he shared alongside fellow artists Eichiiro Oda and Hiroyuki Takei. He also took on Jin Kyouchikutou as an apprentice of his own some time ago.
