Associates – "Sabo the Revolutionary" is the No. 2 of the Revolutionary Army and is responsible for the organization of personnel and logistical operations. His influence in the organization is supposedly second only to Dragon's. Government intelligence suspects a connection to the Straw Hat Pirates following Nico Robin's involvement with the rebellion.

In the distant past he was known as the tyrannical ruler of the Sorbet Kingdom. Kuma was a prominent member of the Revolutionary Army prior to becoming a Warlord of the Sea, but has now lost his protected status due to the dissolvement of the Warlord system. He has been identified by the World Government as a criminal of least concern.

A dark and mysterious rebel officer. Karasu is the N Army commander for the Revolutionary Army. Associates – As E Army commander, Belo Betty has authority over the Revolutionary Army chapter based in the East Blue. Her influence in the organization is only eclipsed by Dragon himself. Associates – Lindbergh’s W Army command gives him authority over all allied Revolutionaries in the West Blue. Although new to the commander position, he is nonetheless a veteran rebel and well known amongst all Revolutionary Army divisions. He along with Morley, Karasu, and Sabo were responsible for the recent incident at the Reverie.

He is the leader of the Revolutionary Army's Grand Line forces, and the so-called "Queen" of the Kamabakka Kingdom. ███████████████████ , but managed to escape. Associates – The "Okama King" is both a renowned commander and combatant for the global rebel movement. Similar to the commanders who are each based in one of the four Blue Seas, he holds authority over all Grand Line based rebels. His influence in the organization is second only to the supreme commander Dragon himself.

A prominent rebel who is an expert practitioner of fishman karate. She is one of the top officers of the Revolutionary Army, and government intelligence identifies her as a former Sun Pirate. Associates – As a high ranking revolutionary, Koala communicates directly with the leaders of the organization, including the five army commanders, chief of staff Sabo, and even Dragon himself.
