Dracule Mihawk

The man feared as the strongest swordsman in the world. In his youth he was known to have sparred evenly with "Red-Haired" Shanks, who would later become an Emperor of the Sea. After the disbandment of the Seven Warlords, Mihawk has lost his protected status. His immediate eradication is of the utmost importance to the World Government. 


Associates – The "World's Strongest Swordsman" Dracule Mihawk has few known connections. He is a former rival of "Red-Haired" Shanks, and was recently rumored to have taken in the "Pirate Hunter" Zoro as an apprentice.

Crocodile

The criminal mastermind and former Warlord behind the Baroque Works syndicate. After his defeat in Alabasta at the hands of Vice-Admiral Smoker, he was imprisoned in Impel Down, ████████████████ . He now operates in the New World alongside "Mr. 1" Daz Bonez. This individual is known to be exceptionally strong and extremely dangerous. 


Associates – In order to have assembled and led his crime syndicate from the shadows, "Sir Crocodile" undoubtedly holds an intricate network of underworld associates. Aside from Daz Bonez, he does not appear to associate with any of the other former Baroque Works agents who are still at large.

Donquixote Doflamingo

A charismatic evil who ruled over Dressrossa for a decade. His Warlord status allowed him to lead the Donquixote Pirates in legal piracy for years, but following his defeat at the hands of Monkey D. Luffy he was arrested by the Marines for abuse of his Warlord status. Doflamingo is now stripped of his title and remains incarcerated in Impel Down.


Associates – Prior to his capture, the "Heavenly Demon" Doflamingo was notorious in the global underworld, going by the alias "Joker".  His underworld connections were scattered throughout the world, and he was even a partner of the Emperor Kaido. His crew, the Donquixote Pirates, were almost entirely captured alongside him in Dressrossa.

In the distant past he was known as the tyrannical ruler of the Sorbet Kingdom. Kuma was a prominent member of the Revolutionary Army prior to becoming a Warlord of the Sea, but has now lost his protected status due to the dissolvement of the Warlord system. He has been identified by the World Government as a criminal of least concern.


Associates – "The Tyrant" Bartholomew Kuma was once leading commander in the Revolutionary Army, associating with the likes of Dragon the Revolutionary and the "Okama King" Emporio Ivankov. ████████████ , ██████████ , ██████████ . ███████████████ , ███████████████████████████ .

Gecko Moria

A demonic pirate who is able to raise and command armies of the dead. As the captain of the Thriller Bark Pirates, Moria earned the status of Warlord of the Sea. He was present at Marineford during the Summit War, but lost his Warlord title in the war's immediate aftermath. This individual is known to be exceptionally strong and extremely dangerous. 


Associations – In the distant past, Gecko Moria led the Gecko Pirates, a crew consisting of numerous infamous criminals. They were greatly successful, but met a devastating end when they challenged Kaido and his Beasts Pirates in the land of Wano. All but Moria himself were killed, and his interest in collaboration with other pirates has dwindled ever since.

Boa Hancock

One of the three ruling Gorgon Sisters of Amazon Lily. She is the captain of the Kuja Pirates, and accepted a position as a Warlord of the Sea to exempt her Kuja Tribe from prosecution. With the disbandment of the Warlord system, all Kuja bounties are now reinstated. This individual is known to be exceptionally strong and extremely dangerous. 


Associations – Due to the extraordinarily reclusive status of Amazon Lily, the "Pirate Empress" Hancock has little if any connection to those outside of the kingdom. She reportedly holds significant disdain for men in particular. The exception to this is that all three Gorgon Sisters are in some way connected with "Dark King" Rayleigh of the Roger Pirates.

Jinbe

A notorious fishman pirate who was a member of the Sun Pirates and Seven Warlords of the Sea before resigning from both groups. According to the World Economy News Paper, he has now joined the ranks of the Straw Hat Pirates as a helmsman. This individual is known to be exceptionally strong and extremely dangerous. 


Associates – Despite his criminal status, "Knight of the Sea" Jinbe is known to hold strong influence in the Ryugu Kingdom on Fishman Island. He is connected to the remaining Sun Pirates faction, in addition to being a prominent ally of the disbanded Whitebeard Pirates. He was an associate of the Big Mom Pirates until his defection to the Straw Hats.

Marshall D. Teach

BIOGRAPHY

Perhaps the most cunning, treacherous pirate alive. Marshall D. Teach is the admiral of the Blackbeard Pirates. After double-crossing the World Government and slaying his former captain Whitebeard at the Summit War, he captured new territory and became an Emperor. His immediate eradication is of the utmost importance to the World Government. 


Associates – “Blackbeard” was a longtime member of the Whitebeard Pirates, until he murdered “Twin Blades” Thatch and subsequently defected. He has a history of targeting both naval and civil criminals for recruitment, such as the “Crescent Moon Hunter” Catarina Devon and “Demon Sheriff” Lafitte, respectively.

This individual is known to be exceptionally strong and extremely dangerous. 


Associates – "Buggy the Clown" has a history of association with legendary pirates. He was an apprentice of the Roger Pirates, sailing with the likes of Gold Roger and Silvers Rayleigh. ████████████████ , a large number of infamous escapees joined his criminal group. Additionally, he is known to share a brother-like bond with "Red Hair" Shanks.

He is responsible the Rocky Port incident, the destruction of Punk Hazard, and the Dressrossa incident. His immediate eradication is of the utmost importance to the World Government. 


Associates – Years ago, the "Surgeon of Death" Trafalgar Law was an apprentice of the Donquixote Pirates. He is evidently no longer connected to this group given the role he played in its downfall. He is known to be a key ally of "Straw Hat" Luffy and the Straw Hat Pirates, having worked alongside them at Punk Hazard, Dressrossa, and now apparently in Wano.

A monstrous powerhouse on a violent warpath. He is the self proclaimed son of the late Whitebeard, and until recently was a Warlord of the Sea. Alongside his mother Miss Bakkin, he has traversed the New World in search of the Whitebeard Pirate remnants and their treasures. This individual is known to be exceptionally strong and extremely dangerous. 


Articles – The true ancestry of "Whitebeard Jr." Weevil has been the source of much debate, even amongst government intelligence sources. It is undeniable that his enormous strength and fighting techniques are greatly reminiscent of the legendary Whitebeard, however many perceive the claims by he and his mother as a mere attempt to generate publicity.
