Instead, Roger relied on his relatively small crew to conquer the Grand Line, with famous individuals such as "Dark King" Rayleigh, and "Red-Haired" Shanks being former members.

A legendary pirate respected by his enemies and allies alike. In his heyday as captain of the Whitebeard Pirates, he was considered to be the strongest man in the world. As one of the Four Emperors and a rival to the late Gold Roger, Newgate was arguably the man closest to the One Piece. He met his end on the battlefield of the Marineford Summit War.

Associates – Edward Newgate, better known as "Whitebeard", held a vast network of territories and allies. The Whitebeard pirates themselves numbered in the thousands, and commanded nearly 50 subordinate New World pirate crews. His other allies included the "Knight of the Sea" Jinbe, and briefly, "Buggy the Clown" and "Straw Hat" Luffy.

With army commanders Emporio Ivankov, Karasu, Belo Betty, Morley, and Lindbergh leading the five main armies around the world, his threat continues to grow. His chief of staff Sabo has continued to facilitate coups and global unrest.

Associates – Kaido, the "King of the Beasts", resides in the isolated land of Wano in the New World. His crew is a meritocracy revolving around strength, with the Three Calamities being the strongest members and subordinate pirate crews routinely forced into his service. He has joined several alliances over the years, and is an underworld frequenter.

Associates – Charlotte Linlin, better known as "Big Mom", holds large expanses of territory in the New World. She is known for arranging political marriages between her numerous children and prospective allies. She oversees several subordinate crews and criminal partners, while also associating with prominent members of the global underworld.

A sophisticated pirate who commands immense respect. He is chief of the Red Hair Pirates and one of the Four Emperors of the Sea. Shanks holds territory in the New World and is an experienced sailor from his time as an apprentice in the Roger Pirates. Associates – "Red-Haired" Shanks has been involved in piracy since he was only a child. He began as an apprentice of the Roger Pirates, sailing alongside the likes of Gold Roger and the "Dark King" Rayleigh. He shares a brother-like relationship with former Warlord "Buggy the Clown", and apparently acted as a mentor for the infamous rookie "Straw Hat" Luffy.

Perhaps the most cunning, treacherous pirate alive. Marshall D. Teach is the admiral of the Blackbeard Pirates. After double-crossing the World Government and slaying his former captain Whitebeard at the Summit War, he captured new territory and became an Emperor. His immediate eradication is of the utmost importance to the World Government. 

Associates – “Blackbeard” was a longtime member of the Whitebeard Pirates, until he murdered “Twin Blades” Thatch and subsequently defected. He has a history of targeting both naval and civil criminals for recruitment, such as the “Crescent Moon Hunter” Catarina Devon and “Demon Sheriff” Lafitte, respectively.

A tremendously powerful legend from the old era. He was the first mate of the Roger Pirates and the right hand man of Gold Roger himself. Rayleigh has retired from piracy but remains one of the most wanted criminals in the world, having evaded capture for nearly 60 years. His immediate eradication is of the utmost importance to the World Government. 

Associates – The "Dark King" Rayleigh was second in command of the Roger Pirates and the first to have joined Roger. There have been occasional sightings of him, many of which are later confirmed by government intelligence. It isn't known whether he maintains communications with former crewmates like "Red-Haired" Shanks or "Buggy the Clown".

A legendary samurai and a former daimyo of the mysterious Wano Country. Oden was the only pirate to have verifiably sailed as a member of both the Whitebeard Pirates and Roger Pirates. Returning to his native country following the final voyage of the Roger Pirates, he was confirmed to have perished around that time some 20 years ago.

Associates – The "Foolish Lord" Kozuki Oden's career in piracy was brief, but extraordinary. After a short tenure as Whitebeard's second division commander, he went on to join the Pirate King Gold Roger in his final expedition to Laugh Tale. Needless to say, were Oden still alive today he would be one of the world's most wanted criminals.

According to the World Economy News Paper, his power and status now position him among the Emperors of the Sea. His immediate eradication is of the utmost importance to the World Government. 

Associates –"Straw Hat" Luffy is known to associate with numerous other criminal organizations and individuals. These may include but are not limited to: the Red Hair Pirates, former Whitebeard Pirates, Heart Pirates, Firetank Pirates, the Revolutionary Army, Silvers Rayleigh, and the so-called "Straw Hat Grand Fleet" formed in Dressrossa (reportedly comprising upward of 5,600 members). He is the son of the world's most heinous criminal, the revolutionary Dragon.

A notorious troublemaker making big waves in the New World. He is the captain of the Heart Pirates and a former Warlord of the Sea, having lost his position for abusing it. He is responsible the Rocky Port incident, the destruction of Punk Hazard, and the Dressrossa incident. His immediate eradication is of the utmost importance to the World Government. 

Associates – Years ago, the "Surgeon of Death" Trafalgar Law was an apprentice of the Donquixote Pirates. He is evidently no longer connected to this group given the role he played in its downfall. He is known to be a key ally of "Straw Hat" Luffy and the Straw Hat Pirates, having worked alongside them at Punk Hazard, Dressrossa, and now apparently in Wano.

A cruel pirate with the power of magnetism. Following a brutal campaign in the first half of the Grand Line, he led the Kid Pirates to the New World and is now openly challenging the Four Emperors. Please note that this pirate is known to indiscriminately target civilians. His immediate eradication is of the utmost importance to the World Government. 

Associates – While his own crew remains his focus, "Captain" Kid has occasionally embraced pirate alliances as a means of attaining power. In the New World he partnered with the On Air Pirates and Hawkins Pirates, only for the alliance to be defeated and usurped by Kaido and his Beasts Pirates. Kid himself did not join up with Kaido, and his status is unknown.

A legendary figure from one of the strongest pirate generations. He is the captain of the Golden Lion Pirates and was a rival to Gold Roger. After challenging Vice-Admirals Garp and Sengoku singlehandedly, he was imprisoned at Impel Down only to miraculously escape. His immediate eradication is of the utmost importance to the World Government. 

Associates – Around two decades ago, "Shiki the Golden Lion" commanded the largest pirate fleet in the world. He lost half of his men to Gold Roger at the Battle of Edd War, and was captured soon afterward. Following his escape from Impel Down, his movements have been hard to trace and it is unclear whether the Golden Lion Pirates are in fighting shape.
